As the longest government shutdown in history drags on, food benefits for roughly 42 million Americans remain in limbo. Now, a federal judge in Rhode Island is ordering the Trump administration to fully fund the food assistance program known as SNAP, saying that it is not enough to partially fund the program. The White House is appealing the decision. NBC’s Ryan Nobles reports for TODAY.
